Although it’s a fancy word, it basically means you should be creating conversation, asking for action or telling your reader or listener what they should do with the content that you have provided them.

Why Use a Call to Action
A CTA is a direct communication for your idea client to take action on content you’ve created. When you create content, you want that content to convert. Conversion means that when someone sees your content, they follow, buy, dm, content, etc. This is the purpose of a CTA in marketing.
When to use a call to action?
EVERY SINGLE POST! Think of a conversation with a stranger (in the United States). I say that because since moving to Germany, I’ve learned so much about different cultures. When someone asks, “How’s your day?” You respond with how it is then ask, “And you.” Your content should not be treated differently.
